I am going to Iraq on an assignment and my company has authorized me $1500.00 to buy clothing, I have to provide receipts to get reimbursed. I am allowed to buy the following items. What is my best places for me to go to get the best in Virginia, DC area for my several one month trips to Iraq during the next one to two years, numbers after the items are maximum quantity allowed:

"wicking" is the action of drawing your perspiration away from your skin towards the outside of the clothes, where it can evaporate and provide some cooling effect. Also dry skin will not chafe so much under your clothes.

The North Face makes premium gear that will never fail you, but they aren’t cheap! At least 80% of everest expeditions trust their lives to this gear in the harshest environment imaginable.
The next best would be Cabellas. They have everything under the sun, and it’s all highest quality. If you are looking for bargains, the Sportsman’s Guide has a lot of great bargains. Sizes and colors are sometimes slim pick’ns, but worth a look.

Wicking is material that moves or wicks moisture ‘sweat’ away from your body.

I can only tell you that wicking is the ability of fabric or yarn to absorb liquid (sweat) so that if does not feel tacky.
I would spare money to buy local clothes – lighter and more comfortable when not on duty.
